INHOPE Secures 3-Year EU Grant to Strengthen Global Fight Against Child Sexual Abuse Online
INHOPE is proud to announce the signing of a new three-year Framework Partnership Agreement (FPA) with the European Education and Culture Executive Agency (EACEA) under the European Commission Directorate-General for Justice and Consumers (DG JUST) Citizens, Equality, Rights and Values (CERV) programme. This marks a continuation of our valued collaboration with DG JUST and EACEA in the period of 2026-2028.
This renewed partnership reaffirms our shared commitment to building a safer digital environment for children across Europe Union and beyond. The CERV programme plays a vital role in supporting civil society actors working to promote rights and values of the EU, protect and empower children, foster equality and inclusion, and combat all forms of violence.
Through this multi-annual partnership, INHOPE is enabled to:
- Develop and support hotline training systems across the network to strengthen child protection responses
- Facilitate the exchange of good practices between national member hotlines through guidelines, workshops and peer-to-peer exchanges
- Raise public awareness of the ability to report child sexual abuse material (CSAM) online and responsibility to remove such material from the online world
- Facilitate cross-border response by supporting the maintenance of reporting mechanisms and promoting coordinated action across the network of hotlines
Under the previous CERV Framework Partnership Agreement, INHOPE achieved significant milestones in enhancing collaboration and capacity across the global network. More than 25 peer-to-peer exchanges and three advanced analyst workshops were delivered, fostering mutual learning and strengthening cross-border cooperation.
A range of key resources was also developed and made available in multiple languages, including the Global Legislative Overview
and the Digital Literacy Guide. INHOPE launched impactful awareness campaigns such as We Are and Stop Scrolling, alongside an interactive quiz for parents (How safe is your child online?) to promote awareness of child online safety issues.
In addition, INHOPE produced important guidance materials, including the Gender and Non-Discrimination Guidelines , and developed online training modules to enhance hotline analysts’ skills in identifying and processing CSAM.
INHOPE remains deeply committed to protecting children from online sexual abuse and exploitation. With this renewed Framework Partnership Agreement, we are better equipped to advance that mission. Together with our members, European institutions, and society as a whole, we will deliver a stronger, more coordinated response to stop the proliferation of CSAM online.
