Webinar Recap: The INHOPE Annual Report 2024

INHOPE's Annual Report 2024 reveals unprecedented challenges in the fight against online child sexual abuse material. At a recent webinar, INHOPE Project Manager Grete Raidma and Head of Technology and Innovation Kalina Zografska presented key findings from the report and outlined how the network is responding to the evolving threat landscape.

Each year, the INHOPE Annual Report collects data from our worldwide network of hotlines. In 2024, we gathered insights from 55 hotlines across 51 countries, working together to combat CSAM. As we continue to grow, the impact of this collaboration becomes increasingly apparent, with this year's figures revealing both significant challenges and the vital importance of our coordinated response.

Data & Trends: A Surge in Reports

  • 2 497 438 records of suspected CSAM were processed by hotlines in 2024.
  • 65% of the records of reported CSAM contained illegal content, with 37% being new content requiring further assessment.
  • AI-generated CSAM showed increased sophistication as identified by the network.
  • Sexual extortion and financial exploitation of children have risen through AI prompts, YouTube comments, and free hosting platforms.
  • Image hosts and forums remain the most common locations where CSAM is hosted.
  • Response times of 1.4 days within the network versus 41 days outside the network, with hotlines reporting a higher proportion of cases coming through the INHOPE network.
  • 93% of victims are children between 3 and 13 years old, with 99% being young girls.
  • CSAM was traced to 86 countries in 2024, up from 84 in 2023.


Expanding our Reach

The stark contrast between response times - 1.4 days within our network versus 41 days outside it - underscores the critical importance of expanding INHOPE's global presence. With CSAM traced to 86 countries but hotlines in only 51, closing this gap is vital. Each new hotline added to our network means faster removal of harmful content and better protection for children in previously underserved regions.

Our commitment to fighting CSAM is reflected in the growth of our network. In 2024, we:

  • Welcomed two new hotlines as provisional members: ACSAI Nigeria and IHC Japan - bringing the total to 55 hotlines across 51 countries.
  • Celebrated 4 hotlines becoming full members: Grooming Argentina, SigurOnline Moldova, Ochran Ma Slovakia, and Magnolia Ukraine.
  • Started the process of establishing hotlines in 10 additional countries.
  • Conducted 10 peer-to-peer exchanges, including regional exchanges in Latin America and Asia Pacific.

Looking Ahead to 2025

As INHOPE moves into 2025, the organisation is focusing on strengthening core operations, enhancing the ICCAM platform, and deepening collaborations across all sectors. The key takeaways from this year's report emphasise that:

  • Operating as a network is indispensable, demonstrating how different outcomes are when the standards of collaboration are shared.
  • Network expansion is essential to improving removal times, updating legislation and tackling CSAM online in the long term.
  • Awareness raising is ongoing and must include all key stakeholders to reduce access to CSAM, update critical legislations and drive the societal change necessary for a safer digital world.
  • We aim to bring all stakeholders to the table for a more coordinated and effective response.
