Stopline: Small Hotline, Big Impact

Twice as much reported content was classified as illegal in 2023 compared to 2022. The number of reports classified as illegal by Stopline, the Austrian hotline against Child Sexual Abuse Material and National Socialism, increased significantly in 2023: Out of 33,000 reports received, just under 11,000 pieces of content were classified as illegal.


As the current Stopline annual report shows, a total of 33,349 reports of CSAM and National Socialism on the internet were submitted to Stopline in 2023. This roughly corresponds to the number of reports received in 2022 (33,257), which has thus remained significantly high on a long-term average 2018. However, there is a new record for accurate reports: Of the reports received, Stopline employees classified 33% of the reported content, namely 10,850, as actually illegal. This is more than double the 4,048 reports classified as illegal in 2022. It is striking that the sensitivity of internet users to CSAM has remained high for many years. Reports in this category account for over 99% of content classified as illegal.

Although Stopline is a very small hotline in the INHOPE network with only two content analysts, the significant number of more than 10.000 reports were submitted to ICCAM in 2023 to globally fight CSAM online.


On April 23rd 2024, Stopline held its traditional annual press conference in cooperation with the Austrian ISP Association ISPA to present its Annual Report 2023 including the statistics 2023. The annual report 2023 is available also in English under
