Moldova Strengthens Child Online Safety with New National Protection Plan

Actions aimed at ensuring the safety and protection of children in the online environment have been included in the National Child Protection Plan for 2022-2026, which was approved by the Government of the Republic of Moldova on 2 October 2024.


Ensuring online safety requires a comprehensive approach that involves education, awareness-raising, and the active engagement of authorities, private sector actors, civil society, and academia. The new measures set out a framework for collaboration between these stakeholders to develop integrated strategies for protecting children in the digital space.

The plan outlines several key actions, including the transposition of the Digital Services Act, expanding partnerships with intermediary service providers for reporting online child sexual abuse material, organising awareness campaigns about online risks for children, conducting research and surveys, and updating the ongoing training programmes for professionals. These initiatives align with international recommendations for a comprehensive approach to online safety, including those from the Global WeProtect Alliance’s National Response Model,, various European directives and regulations, and specific recommendations from international committees.

The International Center La Strada played a role in developing the Action Plan for Internet Safety for Children and Adolescents for 2017-2020 and contributed to the drafting of the National Online Safety Plan for Children for 2024-2026. Since 2020, with the support of the Ministry of Education and Research, La Strada has been a member of the EU SIC+ programme, which unites organisations with similar missions to promote online child protection through awareness campaigns, support services for children and parents on online risks, and the operation of hotlines for reporting child sexual abuse material.

In the Republic of Moldova, all these services are provided via the www.siguronline.md , which, as of April 2023, includes the option to report child sexual abuse material as part of the global INHOPE network.
