On July 9th, 2025, the Irish Internet Hotline (IIH) published its Annual Report 2024 and Strategic Plan 2025-2028, which highlighted a 32% rise in reports of illegal and harmful online content. Over 53,000 reports were reviewed by analysts at IIH last year.

A major concern was a stark 166% increase in self-generated CSAM, which now accounts for more than a quarter of IIH’s CSAM reports. Much of this material is circulated on forums, making removal more complex and urgent. In his foreword, Minister for Justice Jim O’Callaghan TD described the findings as “worrying and stark,” reminding readers that “behind these statistics are real people – and often children – who have suffered harm.” He urged that “we must ensure we never become hardened to the reality of these figures.” For cases of confirmed CSAM, Ireland maintained a 99.6% removal rate, demonstrating the strength of cross-sector cooperation.

The IIH also launched its Strategic Plan 2025-2028, laying the groundwork for long-term action. The plan focuses on strengthening existing partnerships, and creating meaningful new ones, while also utilising new technologies – always keeping the victims at the heart of the response. Speakers at the launch included Minister for Justice Jim O’Callaghan TD, IIH CEO Mick Moran, cyberpsychologist Professor Mary Aiken, and IIH Board Chair Brian Nisbet. All highlighted the ongoing need for collaboration to address growing online risks.
