Guidelines for collaboration with LEA
INHOPE is happy to introduce its newly established “Guidelines on best practice in collaboration between Hotlines and National Law Enforcement”.
The Guideline provides hotlines with recommendations on how to start, facilitate and strengthen cooperation with national Law Enforcement Agencies (LEAs). More specifically, it includes suggestions on the steps to be taken for the establishment of good cooperation, lists key topics to agree upon with LEAs regarding reporting and NTD procedures, and provides ideas on how to further tighten the cooperation through meetings and trainings. The reader will not only find useful tips and tricks but also discover interesting facts about the fellow hotlines and their practices with law enforcement. As a cherry on the cake, the Guideline provides a template report to inform the national LEA on CSAM.
INHOPE cannot stress enough the importance of hotlines having a collaborative relationship with national LEAs. Hotlines can most effectively contribute to the fight against CSAM only by providing intelligence to the national LEA so they can identify and safeguard victims.
We would like to especially thank Estonian hotline Vihjeliin, German hotline eco, Greek hotline Safeline, Lithuanian hotline Svarus Internetas, and Swedish hotline ECPAT for sharing their experiences and recommendations for the creation of this Guideline.
