The Andorran National Cybersecurity Agency (ANC-AD) officially launched its first hotline on July 15th, 2025, for reporting child sexual abuse material (CSAM), following its integration into the INHOPE network.

Tell us a bit about your hotline

Our hotline is a public, secure, and confidential tool that allows any citizen to report suspicious content related to child sexual exploitation online. All reports are reviewed by a professional team from the Andorran Police Force, operating under procedures aligned with INHOPE’s international technical and legal standards. For Andorra, this initiative is a key step in protecting children’s rights in the digital environment and demonstrates the country's strong commitment to combating online abuse at a global level.

What inspired you to join the network?

We were driven by a clear goal: to actively contribute to the international fight against online child sexual abuse. As a small but highly digitalised country, we understand that protecting minors cannot be addressed in isolation.

INHOPE provides a collaborative, technical, and operational framework that allows us to act more effectively, share knowledge, and coordinate with other countries and technology platforms to remove illegal content. We were also inspired by the achievements of other countries, both large and small, already part of INHOPE, which have made significant advances in digital child protection. We wanted to be part of this global effort and contribute from Andorra.

What are the greatest challenges in joining the network?

One of the main challenges was adapting our internal structure to manage reports professionally and securely, in compliance with the technical and legal requirements of an accredited hotline.

We had to adapt our existing technical platform, train our team, and establish internal protocols while maintaining high standards of data confidentiality and protection under Andorran and European regulations. It was also necessary to coordinate closely with law enforcement, judicial institutions, and other national stakeholders to ensure an effective and integrated response. Despite these challenges, the project received strong institutional support and was driven with determination by the leadership of ANC-AD.

What do you see as the greatest benefit of becoming a member?

The greatest benefit is the ability to act in a coordinated and effective manner at an international scale. Being part of INHOPE allows us to identify, validate, and remove CSAM content more rapidly and with greater impact. It also provides us with ongoing training, technical tools, and access to a community of practice where we can share experiences, improvements, and real cases. Additionally, being part of INHOPE lends legitimacy and builds trust among citizens and institutions, who recognise that our hotline operates not just locally but as part of a global protection system.

What is your hotline’s primary mission?

Our hotline’s mission is to protect children and adolescents from any form of sexual exploitation in the digital space by enabling the rapid detection and removal of CSAM content. We also aim to empower citizens to act when they encounter suspicious content by offering a confidential, accessible, and user-friendly reporting channel. Through this tool, anyone can contribute to a safer and abuse-free digital environment. Lastly, we seek to raise social awareness about the severity of the issue and the importance of not sharing or tolerating such content under any circumstances.

What is your vision for the future?

Our vision is for the hotline to become a structural component of Andorra’s public digital protection policy. In the long term, we aim to establish a preventive and proactive model that combines fast technical response with education, awareness, and institutional cooperation. We also plan to continue strengthening international collaboration by sharing good practices and contributing to the global fight against CSAM. We hope Andorra can become recognised as a safe country for children online and that our hotline serves as a model of best practice for other microstates or nations with similar structures.
