SafeLine 2025 Annual Report: Rising CSAM Trends & Strengthened Cooperation

In 2025, reports of child sexual abuse material (CSAM) once again ranked at the top of illegal content submissions received by SafeLine, operated by the Greek Safer Internet Centre of Foundation for Research and Technology Hellas (FORTH).

Particularly alarming is the 40% increase in CSAM reports compared to 2024, indicating a growing and intensifying phenomenon. This rise is largely linked to the nature of online environments where such material is detected, primarily forums and open online communities, where large volumes of content are shared daily. Much of this material originates from videos or screenshots of minors’ interactions in virtual chatrooms, spaces often characterized by limited moderation and heightened risk.

In parallel, 2025 saw a 180% increase in reports forwarded to online platforms. This significant development follows SafeLine’s official recognition as a Trusted Flagger under the Digital Services Act, strengthening its role in identifying illegal content and accelerating cooperation with major platforms.

SafeLine’s analysts handled cases through a multi-layered collaboration framework: 47.4% were referred to the Hellenic Police, 43.8% included tailored support to reporters, and 17.3% were escalated directly to platforms for removal.

These findings highlight the urgent need for sustained vigilance and collaboration. The contribution of INHOPE and its ICCAM system is instrumental. As a global network of 59 hotlines across 52 countries, INHOPE ensures swift, coordinated action to detect, report, and remove CSAM worldwide, helping create a safer internet, especially for children.
