Latin America's Role in Global Child Safety (ENG)

Latin America is not only connected, it is digitally influential. With more than 500 million active mobile users, 82% of the population using the internet, and more than 70% actively participating in social networks, the region leads the production and consumption of digital content in Spanish, the second most used language on the internet and the third with the largest number of users.

This digital power carries enormous responsibility. The growing connectivity has exposed children and adolescents to unprecedented risks, particularly to child sexual abuse and exploitation material (CSAM). Mexico and Brazil are among the main countries identified as origin and storage of this type of content globally, making the region a critical point for urgent action.

How would you describe the value of INHOPE's work for Latin America?

INHOPE is the world's largest network combatting child sexual abuse material online. Its value for Latin America is immense: it enables countries to act against one of the most devastating crimes of the digital era.

Thanks to its international structure, INHOPE connects the region with:

  • Platforms like Meta, Google, or TikTok, and with security bodies like Interpol, Europol, and AMERIPOL.
  • Tools like ICCAM and CPORT, which enable coordinated and secure reporting, analysis, and elimination of content.
  • Specialised training and certification for analysts, as well as guides and standards for good practices in caring for the wellbeing of these teams.
  • Furthermore, it accelerates content elimination, prevents revictimisation, and generates reliable data that feeds evidence-based public policies.

INHOPE saves lives. It prevents child sexual abuse from spreading and puts Latin America on the global map of digital child protection.

How do Latin American organisations benefit from connecting with INHOPE's global network?

Organisations that integrate with INHOPE access an international collaboration network that strengthens their technical, legal, and human capacities. In the Latin American context, this support is essential. With INHOPE, organisations receive:

  • Secure technological tools (e.g. ICCAM, CPORT)
  • Standards for analyst wellbeing care.
  • Exchange channels with police, prosecutors, and other hotlines
  • Advocacy in policies and regulatory frameworks.

This connection integrates Latin American organisations into a global effort, allows them to be part of a reliable and professional network, and directly improves response capacity to digital crimes against children.

What do you think are the main challenges to strengthen INHOPE's presence in Latin America?

  1. Lack of local funding: It's vital that the regional private sector invests in the cause.
  2. Weak governmental infrastructure to create and sustain effective reporting lines.
  3. Low visibility of CSAM as a real and urgent digital threat.
  4. Technological and legal inequality between highly connected countries and those without protection mechanisms.
  5. Lack of alliances with companies, prosecutors, and security bodies, which are essential for a systemic response.

Why is international collaboration so important for addressing CSAM in Latin America?

Because CSAM knows no borders. An image can originate in one country, be stored on servers in another, and be shared in seconds around the world. No country can face it alone. Without international collaboration, it's not possible to track, eliminate, or stop those responsible.

INHOPE enables this global connection and real-time data exchange, facilitating Latin America to act with speed and effectiveness. Furthermore, by participating in this network, the region's countries benefit from technology, intelligence, and internationally proven methodologies, something that would be unreachable in isolation.

What opportunities do you see for Latin American companies to contribute to INHOPE's mission?

Latin American companies are in a strategic position to protect children by leveraging their technological, financial, and social power. Some key opportunities are:

  1. Strategic financing: Support the creation of new hotlines, sponsor specialists, or contribute to regional resilience programmes for victims.
    2. Technology for CSAM detection and analysis:Software, AI, and cybersecurity companies can develop algorithms, integrate APIs like PhotoDNA, and offer platform monitoring.
  2. Telecommunications and digital traceability: Internet providers can facilitate reporting and complaint channels, integrate traffic alerts, and collaborate with prosecutors.
  3. Training for prevention and response: Brands can finance internal or community training on grooming, sexual extortion, or child sexual abuse and exploitation material.
  4. Social awareness campaign: Organisations with high reach (media, retail, fintech) can make the problem visible and encourage reporting.
  5. Moderation of own platforms: Companies with apps, networks, or forums can establish zero-tolerance policies for CSAM and create direct channels with Hotlines.
  6. Ethical use of data: Big data companies can analyse risk patterns and generate regional studies to improve institutional response.
  7. Safe product design: Startups and developers can create apps, games, or platforms focused on childhood, rights protection, security, and parental control.

Furthermore, participating as strategic allies of INHOPE positions them as regional leaders in child cybersecurity, a reputational advantage increasingly valuable in the corporate world.

How can new alliances in Latin America help boost INHOPE's work globally?

Latin America represents one of the most connected regions in the world, with more than 500 million active mobile users and intensive use of social networks. Alliances here will not only allow expanding INHOPE's network, but will also contribute:

  • Fundamental regional data for CSAM detection and prevention.
  • Local innovation models, replicable in other regions of the world.
  • New approaches for prevention, care, and digital justice centred on children.
  • Strengthen police exchange, through institutions and platforms like AMERIPOL and CPORT.

Boosting Latin America is boosting INHOPE globally, given the volume of users and digital content generated by the region.

What message would you share with companies and organisations in Latin America that are considering

Joining INHOPE is not just an ethical decision, it's an urgent and transformative action. Every day thousands of images of child sexual abuse are distributed on the internet. INHOPE is the only global network that combats this crime with technology, experience, and results.

Latin America has everything to lead: a highly connected population, a dominant language on the internet, and a growing digital presence. But it also has a great responsibility.

Today, INHOPE needs the commitment of Latin American companies and organisations to continue protecting millions of children and adolescents.

Being part of INHOPE is saving lives, preventing more harm, and building an internet where children are truly protected.
