Hotlines reported a marked increase in synthetic and AI-generated imagery throughout 2025, reflecting both the growing accessibility of digital tools and the proliferation of virtual content.
While not all AI-generated or computer-generated material constitutes illegal child sexual abuse material (CSAM), its rapid expansion significantly complicates the classification and identification process for hotline analysts. Some hotlines reported a staggering rise in virtual content, with certain members noting a 2000% increase compared to 2023, primarily in animated, computer-generated, or stylised imagery.
Analysts also highlighted emerging incidents involving harmful interactions with automated systems, signalling the early stages of AI-facilitated sexual abuse. The sheer volume and variety of digitally produced content increase the workload for hotlines and underscore the need for enhanced detection methods, specialised training, and continued vigilance to distinguish genuine CSAM from non-illegal synthetic material while maintaining timely action against online abuse.
